MEAL Program Officer

Job Purpose

The MEAL Program Officer will oversee Monitoring, Evaluation, and Learning (MEL) for the RMNCNH project, ensuring high-quality, equitable results for displaced mothers and host communities in Nigeria and Mali. The role generates credible evidence on what works, strengthens accountability, and supports adaptive management. By integrating routine service data, community feedback, and evaluation findings, the officer informs decision-making, improves service quality, and contributes to learning and scale-up across the consortium.

Key Responsibilities

Monitoring & Data Quality (20%)

Coordinate routine data collection at community, facility, and LGA levels.

Conduct data quality assessments and provide feedback to teams.

Support integration of project data into DHIS2 and other government systems.

Strengthen referral documentation and develop data collection tools.

MEL Systems Design & Coordination (30%)

Co-develop and operationalize MEL frameworks with partners and government.

Design indicators, tools, and reporting flows aligned with donor and national requirements.

Ensure MEL systems are practical, participatory, and responsive.

Evaluation, Learning & Adaptive Programming (20%)

Support baseline assessments, periodic reviews, and evaluations.

Analyze quantitative and qualitative data to identify trends and barriers.

Facilitate reflection and learning sessions and promote adaptive programming.

Document lessons, success stories, and community insights.

Reporting & Donor Accountability (20%)

Prepare high-quality donor reports and contribute MEL inputs to advocacy and fundraising.

Support reporting on service coverage, lives saved, and system-strengthening outcomes.

Ensure timely submission of reports per grant agreements.

Stakeholder Engagement (10%)

Participate in stakeholder and consortium coordination meetings.

Align MEL outputs with state RMNCH priorities.

Build capacity of facility staff on data management and strengthen coordination with government stakeholders.

Qualifications & Experience

Bachelor’s degree in Public Health, M&E, Statistics, Social Sciences, Development Studies, or related field (Master’s preferred).

5–7 years’ experience in MEL within health or humanitarian programs.

Experience in displacement-affected settings and supporting staff on data management.

Knowledge of NHMIS, DHIS2, and health information systems.

Key Competencies

Routine data collection, quality assurance, and analysis for decision-making.

Community accountability and feedback systems.

MEL framework design, indicator selection, and tool development.

Evaluation, learning, and adaptive programming.

Stakeholder coordination and data integration into government systems.

Report writing for multiple audiences.

Advanced MS Office skills and statistical software proficiency.

Strong communication, organizational, and multitasking abilities.

Passion for maternal, neonatal, and child health, gender equity, and reproductive health.

Professionalism, confidentiality, and ability to thrive in a fast-paced, matrixed environment.
