Integrated Non-Medical Hazardous Waste Management Pilot Project

ABOUT MSF

Médecins Sans Frontières (MSF), an international humanitarian medical organization established in 1971, provides medical assistance to populations whose lives are at risk due to armed conflict, epidemics, pandemics, natural disasters, or lack of access to healthcare.

THE PROJECT

As part of an intersectional pilot initiative, MSF is launching the “Development of an Integrated Approach to Non-Medical Hazardous Waste Management in Countries with Limited Treatment Options” project in South Sudan. This project aims to develop and implement a comprehensive methodology for responsible hazardous waste management in a context where treatment options are limited.

Validated in January 2025 following an ICT proposal submitted by OCP in October 2024, the project will leverage and refine MSF’s existing tools and guidelines, test innovative equipment and processes, and ultimately support the sustainable management of non-medical hazardous waste stored within MSF operations. The project will culminate in the creation of a Country-Wide Waste Management Plan, including Standard Operating Procedures (SOPs) and protocols, with the potential for replication across other missions.

PROJECT PHASES (Total duration: 24 months)

  1. Phase 1: Feasibility Study (6 months)

    • Conduct information gathering and analysis for a go/no-go decision on project continuation.

  2. Phase 2: Implementation (12 months)

    • Operational roll-out, including waste treatment and export processes.

  3. Phase 3: Capitalization (6 months)

    • Capture lessons learned and finalize sustainable waste management strategies.


MAIN RESPONSIBILITIES

  • Lead the overall management, monitoring, and reporting of the project.

  • Establish governance frameworks and communication channels with internal and external stakeholders.

  • Map the hazardous waste value chain and appoint managers for each stage.

  • Ensure collaboration between the project team (focal points from each MSF entity in South Sudan) and the project’s steering and advisory committees.

  • Oversee the waste inventory and segregation process at MSF sites during Phase 1.

  • Identify and assess local exporters and recycling options, update Phase 2 budgets accordingly, and initiate discussions with relevant authorities.

  • In Phase 2, ensure proper transportation and storage of waste in Juba, oversee R&D pilots (e.g., volume reduction), and monitor export processes, with support from a Watsan manager.

  • In Phase 3, contribute to the development of the South Sudan Waste Management Plan, finalize project reports, and adapt SOPs for use in other contexts.


PROFILE REQUIRED

Education:

  • Bachelor’s degree (Bac+3) in Business Administration, Project Management, or a related field (Master’s preferred).

  • Project management certification (e.g., PMP, PRINCE2, Agile) is highly desirable.

Experience:

  • At least 3 years of project management experience, with a minimum of 2 years working on innovation or governance-focused projects.

  • Proven field experience with MSF (coordinator-level experience and experience with multiple Operational Centers is an advantage).

  • Experience managing complex projects in resource-constrained settings.

  • Familiarity with institutional fund management and reporting processes.

Technical Skills:

  • Strong knowledge of project management methodologies (e.g., Agile, Waterfall).

  • Expertise in designing and implementing governance systems.

  • Proficiency in stakeholder analysis and engagement strategies.

Soft Skills:

  • Excellent interpersonal and leadership abilities.

  • Effective negotiation and influencing skills.

  • Strong communication skills, with the ability to engage diverse audiences.

  • Strategic thinking, analytical and problem-solving capabilities.

Personal Attributes:

Languages:

  • Fluency in English is essential.

  • Fluency in French is an asset.


TERMS & CONDITIONS

  • Contract Type: 24-month fixed-term contract, full-time (subject to approval of Phases 2 & 3).

  • Location: Juba, South Sudan (location for Phases 2 & 3 may be negotiable, with regular presence in Juba).

  • Remuneration: Field position, remuneration level 13 according to the MSF field salary scale, commensurate with experience and seniority.

  • Start Date: As soon as possible.
