THE POSITION

Under the supervision of the Movement Cooperation Specialist, the Program Officer (Movement Cooperation Officer 2) will support the implementation of the ICRC’s cooperation strategy with the Nigerian Red Cross Society (NRCS) and other Movement partners. This role focuses on strengthening operational partnerships, enhancing NRCS’s capacities, and supporting joint humanitarian initiatives. The incumbent will also contribute to fostering effective coordination and collaboration within the Red Cross and Red Crescent Movement.

KEY RESPONSIBILITIES

  • Support the operational partnership between the ICRC and NRCS by developing joint procedures and partnership agreements, and by enhancing partnership skills within both organizations.

  • Analyze and consolidate information related to the ICRC-NRCS partnership, identify capacity gaps, and recommend solutions aligned with the ICRC’s operational strategy.

  • Organize, facilitate, and participate in workshops, training sessions, and meetings (e.g., Emergency First Aid Teams, Safer Access Framework, M&E, Volunteer Database Management, and Finance Development) across identified NRCS branches.

  • Undertake regular field visits for joint assessments and to support the implementation of NRCS capacity-building initiatives.

  • Maintain continuous communication with NRCS technical teams to identify and address capacity-building and operational needs.

  • Contribute to the coordination of Movement meetings and maintain an updated overview of Movement activities and partnerships.

  • Support the Movement Cooperation Coordinator on matters related to Movement coordination and NRCS partnerships within the designated area of responsibility.

  • Facilitate the implementation of the Cooperation Framework Agreement and ensure timely delivery of financial and narrative reports from NRCS branches in line with established procedures.

  • Assist NRCS branches in developing quarterly action plans and ensure alignment between ICRC operational objectives and NRCS activities.

  • Monitor and report on projects and joint initiatives in NRCS branches, ensuring proper documentation and contributing to institutional reporting.

REQUIRED QUALIFICATIONS & EXPERIENCE

  • Bachelor’s degree in a relevant field (Master’s degree is an advantage).

  • 3 to 5 years of relevant experience within a humanitarian organization.

  • Experience in partnership management, capacity building, or organizational development.

  • Excellent command of written and spoken English; knowledge of Hausa is an asset.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

  • Strong analytical and communication skills.

  • Valid work authorization to work in Nigeria.
