Role Overview

The Senior Project Manager will oversee a diverse range of advisory projects aimed at supporting partners in achieving their objectives. These projects may include grant management, strategic development, training programs, and technical assistance. The role reports to the Head of Programme and is responsible for project management, team leadership, and stakeholder engagement.

The Senior Project Manager will coordinate closely with the European Investment Bank (EIB) to support the implementation and oversight of the Nigeria Erosion and Watershed Management Project (NEWMAP), working alongside Federal Project Management Units (FPMUs) and State Project Implementation Units (SPIUs). The incumbent will ensure that project deliverables align with time, cost, quality, and risk management standards, while also upholding UNOPS’ performance and compliance benchmarks.

Key Responsibilities

  1. Stakeholder Engagement
  • Establish and maintain strong relationships with external and internal stakeholders, including EIB, FPMUs, SPIUs, UNOPS leadership, and regulatory authorities.
  • Develop and implement effective stakeholder communication and engagement strategies.
  • Ensure stakeholders are regularly updated on project progress, challenges, and key decisions.
  • Lead coordination efforts between the Project Board, senior management, and implementing partners.
  1. Strategic Planning & Portfolio Support
  • Develop the Project Operations Manual (POM) and Project Implementation Manual (PIM) to define clear processes and templates for project execution.
  • Provide strategic oversight and direction for the NEWMAP-EIB infrastructure project, ensuring alignment with service and project agreements.
  • Establish monitoring and resource planning tools for FPMUs and SPIUs to enhance efficiency.
  • Identify and mitigate potential risks at the program and project levels.
  • Lead feasibility assessments and due diligence activities, offering expert recommendations.
  1. Project Delivery & Performance
  • Provide oversight on infrastructure project implementation at the federal and state levels.
  • Ensure effective execution of project plans, budgets, and schedules.
  • Monitor project progress and take corrective actions as needed to ensure timely delivery.
  • Approve deliverables from technical teams and external suppliers.
  • Facilitate smooth project handovers to stakeholders, ensuring sustainability.
  1. Compliance & Procedural Management
  • Ensure adherence to EIB procurement, safeguards, and scheme selection criteria.
  • Maintain compliance with UNOPS policies and guidelines, including financial regulations.
  • Oversee financial transactions, expenditures, and reporting obligations.
  • Support project audits and facilitate the implementation of audit recommendations.
  1. Monitoring, Evaluation & Reporting
  • Track project performance against scope, budget, and quality standards.
  • Develop comprehensive project reports for internal and external stakeholders.
  • Conduct regular project reviews and share findings with senior management.
  • Organize and lead Project Board meetings, providing updates on project risks and opportunities.
  1. Knowledge Management & Innovation
  • Document and share lessons learned to drive continuous project improvement.
  • Facilitate capacity-building initiatives for staff and partners.
  • Promote best practices in project management within the UNOPS community.
  • Utilize data analytics for informed decision-making and process optimization.
  1. Team Leadership & Personnel Management
  • Recruit, train, and develop a high-performing project team, ensuring gender diversity and inclusion.
  • Set clear performance objectives, delegate responsibilities, and foster a results-driven culture.
  • Conduct regular team meetings and performance evaluations.
  • Ensure a safe and respectful workplace, upholding UN standards on ethics and conduct.

Qualifications & Experience

Education:

  • Advanced University Degree in Environmental Science, Civil Engineering, Agricultural Engineering, Geology, Natural Resource Management, Hydrology, Watershed Management, Environmental Engineering, Soil Science, Water Resources Management, Sustainable Development, or related fields.
  • A First-Level University Degree (Bachelor’s) with two additional years of experience may be considered in lieu of an Advanced Degree.

Certifications (Preferred but not Mandatory):

  • Certification in Erosion and Sediment Control (CPESC) or Certified Hydrologist.
  • Project Management Certification (PRINCE2®, PMP®, or equivalent).

Experience:

  • Minimum of 7 years of project/program management experience.
  • At least 5 years of experience in project planning, reporting, stakeholder engagement, and monitoring & evaluation.
  • Experience in procurement, compliance, and financial administration within a multi-stakeholder environment.
  • Experience in watershed management, erosion control, or environmental projects is an asset.
  • Knowledge of Nigerian environmental laws and regulatory requirements is a strong advantage.
  • Previous experience with UNOPS, UN agencies, or EIB-funded projects is desirable.
  • Proficiency in GIS and remote sensing tools is a plus.
  • Strong analytical, communication, and leadership skills.

Technical Skills:

  • Proficiency in Google Suite, Microsoft Office, ERP systems, and Project Management Information Systems.
  • Familiarity with modeling software for watershed analysis.

Language Requirements:

  • Fluency in English (written, spoken, and reading) is required.
  • Working knowledge of another UN language is an advantage.
