Job Purpose


The Supply Chain Specialist will play a critical role in ensuring the efficient documentation, distribution, and accountability of all drugs and commodities received for the Global Fund (GF) programme. This position involves close collaboration with donors, principal recipients (PR), third-party logistics (3PL) providers, State Ministries of Health (SMoH), health facility staff, and other stakeholders. The Specialist will oversee quantification, distribution planning, last-mile distribution, and the management/reporting of all donated drugs and commodities. Additionally, the role requires ensuring the timely collection, analysis, and availability of drug and commodity reconciliation data.

 

Scope of Work
Reporting to the Programme Director, the Supply Chain Specialist will:

  • Support the implementation, monitoring, and performance measurement of MC’s supply chain systems.
  • Coordinate procurement activities for drugs and commodities across programme states in Nigeria.
  • Provide technical assistance to government partners to identify and address bottlenecks in data collection, communication, and utilization to enhance the supply chain system at national, state, LGA, health facility, and community levels.

 

Key Working Relationships
The Supply Chain Specialist will be an integral member of the programme implementation team, working closely with the Programme Director and other project staff to deliver the programme’s work plan.

 

Key Accountabilities

  1. Supply Chain Management (70%)
  • Ensure the supply chain team meets programme needs promptly, adhering to donor requirements, MC policies, and procedures.
  • Verify that supply chain policies and procedures are documented, disseminated, and consistently applied across operational states, with updates as needed.
  • Confirm that storage facilities meet warehousing standards.
  • Oversee assets and inventory management to meet programme needs, minimize losses, and ensure accurate and timely reporting.
  • Develop and implement compliance monitoring processes.
  • Collaborate with programme staff on procurement planning and operational support needs.
  • Track master agreements and contracts to maintain up-to-date and accurate information.
  1. Coordination and Feedback (20%)
  • Maintain a smooth relationship with the Country Office Commodity Manager.
  • Provide regular and timely feedback to the Country Commodity Manager.
  1. Capacity Building and Partner Support (10%)
  • Organize and deliver support to SMoH on supply chain management at state, LGA, and health facility/community levels to improve commodity recording and reporting.

 

Person Specification

Qualifications and Experience
Essential:

  • A first degree in Pharmacy, Logistics Management, or a related field.
  • Strong background in supply chain and logistics, field management, and coordination.
  • Experience managing security in challenging environments.
  • Proven experience in managing a medical supply chain.

Desirable:

  • 3 years of project management experience, with a proven track record as an Operations Officer or in a similar role.

Work-Based Skills and Competencies
Essential:

  • Strong analytical skills.
  • Excellent written and verbal communication skills in English.
  • Ability to work effectively and sensitively in developing countries.
  • Collaborative and flexible approach, with a strong service mentality.
  • Strong negotiation, facilitation, and coordination skills.
