Job Summary

Under the supervision of the Country Director, the MEL Manager will lead the Monitoring, Evaluation, and Learning strategy for TechnoServe Nigeria. This includes designing and implementing efficient systems to generate high-quality data and insights that drive informed decision-making and adaptive management across various programs. The MEL Manager will be responsible for data collection, aggregation, and reporting while contributing to organization-wide strategic initiatives.

 

Key Responsibilities

MEL System Implementation:

  • Develop and execute comprehensive work plans for data collection, performance monitoring, and reporting.
  • Identify and implement information-gathering methodologies to address emerging knowledge gaps, such as market trends and stakeholder engagement.
  • Oversee data quality assessments, validation processes, and visualization for reporting and presentations.
  • Provide training and technical support to program teams on effective data collection and management.
  • Collaborate with global MEL teams and knowledge management units to analyze, synthesize, and present insights for strategic decision-making.
  • Contribute to the creation and maintenance of a country-level MEL dashboard for all active projects.

Adaptive Management and Learning:

  • Ensure MEL insights are integrated into project decision-making processes and implementation strategies.
  • Support Program Managers in reviewing and updating logical frameworks based on real-time program learnings.
  • Facilitate internal knowledge-sharing across teams to promote evidence-based adaptive management.
  • Regularly engage with senior leadership to provide actionable recommendations for program improvements.
  • Lead the development of organization-wide learning and knowledge-sharing strategies to improve overall project impact.

Stakeholder Engagement & Capacity Building:

  • Engage key public and private sector stakeholders in the STEM ecosystem, ensuring inclusive programming for Persons with Disabilities (PWDs).
  • Strengthen the capacity of internal teams and partners in data management, MEL frameworks, and knowledge-sharing best practices.
  • Lead training workshops, after-action reviews, and learning sessions to drive evidence-based decision-making.

Budgeting & Compliance:

  • Develop and oversee MEL budgets across all projects, ensuring cost-effective yet high-quality monitoring and evaluation.
  • Ensure MEL strategies comply with donor requirements and align with TechnoServe’s global quality standards.
  • Support the integration of technology-driven MEL solutions for improved efficiency and accuracy.

 

Required Skills & Experience

  • Bachelor’s degree in Data Science, Computer Science, Social Sciences, or related fields, with 5+ years of MEL experience; OR
  • Master’s degree with 3+ years of relevant experience.
  • Strong MEL methodology expertise, including qualitative, quantitative, and participatory approaches.
  • Experience using data collection, visualization, and analytical tools such as CommCare, Looker Studio, Excel, or similar platforms.
  • Excellent report writing and communication skills, with the ability to translate complex data into actionable insights.
  • Strong problem-solving abilities with a keen eye for data interpretation and program improvement.
  • Proficiency in stakeholder engagement, capacity-building, and facilitating collaborative planning sessions.
  • Knowledge of donor-funded projects and MEL systems (USAID, World Bank, DFID, etc.) is an advantage.
  • Experience in private sector, consulting, or international NGO settings is preferred.

 

Preferred Qualifications

  • BSc or MSc in Mathematics, Statistics, or Data Science with 7+ years of experience in MEL.
  • Extensive MEL experience in environmental, agriculture, or STEM-focused projects.
  • Familiarity with global MEL frameworks and donor reporting standards.
  • Proven ability to drive organizational learning and continuous improvement.
